Mark Lim
Director/Chief Legal Counsel; Senior Faculty, IPOS International

Mark is a Director and Chief Legal Counsel at IPOS (The Intellectual Property Office of Singapore), where he heads the Hearings & Mediation Department.

He has more than 25 years of experience in intellectual property law. Prior to joining IPOS in 2010, Mark was a lawyer in private practice for 15 years. His work encompasses all areas of intellectual property (“IP”) law. He also has experience in international arbitration proceedings.

Mark is regularly consulted on IP matters by various government agencies and invited to speak at both national and international IP conferences. At IPOS International/ IP Academy (a wholly-owned subsidiary of IPOS), Mark oversees the development and curation of training programmes in the area of IP law for the legal community and IP professionals, as well as the public sector in Singapore.

Mark has published many articles in both local and international law journals. He is a co-author of the chapter on Copyright in Halsbury's Laws of Singapore: Volume 13(3) - Intellectual property (2007 & 2018 Reissue, Lexis-Nexis, Singapore).

Mark is an Adjunct Professor at the National University of Singapore Faculty of Law. He is the Course Convenor for a pioneering course on the Arbitration of IP Disputes. He also co-teaches the module on Foundations of IP Law, where he covers the section on patents. He is also currently the Subject Coordinator for the IP Module for the Singapore Institute of Legal Education’s course for trainee lawyers.

Professor David Llewelyn
Managing Director

David Llewelyn is a practising lawyer, academic and arbitrator. He is Managing Director of David Llewelyn & Co LLC; Professor(Practice) at Singapore Management University’s School of Law and Professor of Intellectual Property Law at King’s College London; and sits as an arbitrator in international commercial disputes.

He is an IP Adjudicator at the Intellectual Property Office of Singapore and joint author of Kerly's Law of Trade Marks & TradeNames (16th ed., 2018; Supplement, 2020) and Cornish, Llewelyn & Aplin: Intellectual Property (9th ed., 2019), as well as Cases, Materials and Commentary on Singapore Intellectual Property Law (2018) and business book Invisible Gold in Asia: Creating Wealth through Intellectual Property (2010).

Professor David Tan
Head (Intellectual Property)

Professor David Tan holds a PhD from Melbourne Law School, a LLM from Harvard, and graduated with a LLB (First ClassHonours)/BCom from the University of Melbourne. He has taught as a visitor at Melbourne Law School, Center for Transnational Legal Studies at King's College London, University of Tokyo and University of Hong Kong.

David was formerly with the Singapore Administrative Service, serving as Director of Sports at Ministry of Community Development, Youth & Sports (MCYS) and Director of International Talent at Ministry of Manpower (MOM). In the area of law, he has published in a diverse range of journals such as the Harvard Journal of Sports & Entertainment Law, Yale Journal of International Law, Law Quarterly Review, Media & Arts Law Review, Singapore Journal of Legal Studies, and Australian Intellectual Property Journal. In 2017, David published his monograph The Commercial Appropriation of Fame: A Cultural Analysis of the Right of Publicity & Passing Off on celebrity personality rights published by Cambridge University Press.

Since joining NUS Law in 2008, he has published over 60 articles, book chapters and case comments, and his works have been cited on numerous occasions by the Supreme Court of Singapore.

Justice James Mellor QC

James Mellor QC was called to the Bar in 1986, having emerged from two periods at King’s College, Cambridge studying Engineering and then Law (1st). As an engineer, he worked in the UK and many countries abroad.

James has a wide-ranging practice covering all areas of IP but also contract cases with an IP or technical element. He is comfortable in all areas of technology and all tribunals. He has significant experience in the CJEU and some in General Court proceedings.

Paul McClelland
Head of Legal

Paul McClelland specialises in intellectual property law and commercial dispute resolution. Before joining IPOS International Pte Ltd, Paul was sole corporate counsel for a well-known Singaporean brand, where he was responsible for a broad range of commercial matters, including worldwide trademark registrations and oppositions, management of external counsel, contract review, and training.

He has experience working in private practice for both Singapore and Scottish law firms. His practice focused on intellectual property and commercial arbitration.

He also taught commercial law, intellectual property and real estate law at a Scottish university.
